You can download the application your interested in and copy the downloaded CAB
file to your device then
click on and install from your device.
Your getting 'Requires a newer version of the framework.....' ?
A lot of Windows Mobile applications require the use of Microsft's Compact Framework.
Most applications requireing Compact Framework currently use
Compact Framework 2.0 which you can get

you will need to be on your PC to install the frameworks.
Newer applications are starting to use Microsoft's latest release
Compact Framework 3.5 which you can get

which if you install will run any application that requires Compact Framework,
3.5 uses more storage than 2.0 so you may prefer to use 2.0 with an older
device.
Newer devices I would recommend installing 3.5
When you attempt to download on your device, you get jumbled text ?
If you are using Internet Explorer on your deivce and you initiate a download and
instead of allowing you to download the CAB it opens it up as jumbled text then
you can simply download the CAB to your PC and copy it accross or you can use another
browser on your device like Opera mobile.
